How can me and my deployed fiance get married during his 96 hour hiatus in NJ?

Me and my fiance live in new jersey. He's currently deployed and in August he's allowed a 96 hour leave to come home. We want to get married before he gets sent to Iraq but we're afraid we won't be able to meet the marriage license requirements in NJ. By the time we get issued the license (takes 72 hours) he will be leaving. How can we get around this? How can me and my deployed fiance get married during his 96 hour hiatus in NJ?
NJ Laws...

New Jersey has a three (3) day waiting period. For weekend weddings, you will need to apply the Tuesday before to satisfy the three days (72 hours) by Friday. If you have special circumstances such as emergency, illness,*** military leave***, etc., a Superior Court Judge can sign a waiver that would waive the waiting period. After you apply for the license, and have a Judge sign the waiver, you can have the License issued immediately.

is there anyway the office can have the license sent to him and he send it back to them and then have you go there and fill your portion out in front of them? since his in the armed services there has to be away around that so that it will be ready by time he gets here and whomever performing the service can turn it in for you our you can take it back yourself. ask him to check within his human resources department. this cant be the first time something like this has come up. they would probably know
