What is the procedure to get married when my girlfriend is oversea in the army?

We live in California and my girlfriend is serving overseas as a nurse. We want marry but she is over their for another year. She heard from her friend there is a way to get married by proxy is that true? can any body help us?What is the procedure to get married when my girlfriend is oversea in the army?
There is no marriage by proxy in California but a Member of Armed Forces Serving Overseas in time of Conflict or War Pursuant to Family Code Section 402(b) Can marry by a Power of Attorney that is notarized or witnessed by 2 military officers. His attorney in fact (agent) goes with the other party present here to County Clerk (RR/CC) to get the marriage license.
