If there's paper someplace that says he's married, then he'd darn well better get a paper that says he's divorced (preferably one signed by a real judge in a real court of law).
As long as he is not divorced he cannot marry anyone, anywhere. And if he wanted to divorce his wife he would not need her signature.
No. It doesn't matter where in the world you are married - you are still married. He needs to get a divorce before remarrying otherwise the marriage is not legal.
By the way, did you know that in The Phillippines, it is illegal to divorce. Malta too. look it up...
